announcement is spoken after a change of value settles. It is not spoken on first paint or for the entrance from from. Without announcement, nothing is announced.
Delta magnitudes on MetricCard do not take their own announcement. Direction belongs on the delta's trendLabel.
A rolling number is not interactive. Clickable KPI tiles use MetricCard with a native action target.
